أصدر المجلس الوطني الفلسطيني، اليوم الثلاثاء، العدد (63) من مجلته البرلمانية "المجلس".
وتضمنت المجلة نشاطاته على الصعيد البرلماني العربي والإقليمي والدولي، ومواقف البرلمانات والاتحادات البرلمانية في العالم الرافضة لخطة الضم لأرضنا، الى جانب مجموعة من الدراسات والآراء حول ضرورة تجسيد سيادة دولة فلسطين كرد على هذه الخطة.
وتصدر العدد الذي صدر اليوم الثلاثاء، افتتاحية لرئيس المجلس الوطني سليم الزعنون أشاد خلالها بمواقف البرلمانات التي رفضت مشاريع الاحتلال لتصفية حقوق شعبنا في تقرير مصيره وعودته، وإقامة دولته المستقلة وعاصمتها مدينة القدس، وطالبت حكوماتها بفرض عقوبات على الاحتلال، لمنع تنفيذ خططه في الضم وانهاء احتلاله لأرضنا.
وأكد الزعنون في افتتاحية العدد: إن كل تلك المواقف، يجب استثمارها والبناء عليها فلسطينياً قبل فوات الأوان، وذلك بالانتصار لأنفسنا على أربعة مستويات، أولها: إنهاء الانقسام وتحقيق الوحدة الوطنية، وعدم التذرع بذرائع أثبتت التجربة إنها واهية لا تصمد أمام الخطر الذي نواجهه جميعاً.
وأضاف الزعنون أن المستوى الثاني من الرد الفلسطيني المحمي باعتراف 141 دولة في العالم، والذي يأتي تنفيذا لقرار التحلل من الاتفاقيات مع الاحتلال بما يشمل التغيير الوظيفي للسلطة مع الحفاظ على كافة مؤسساتها، فهو البدء بالخطوات العملية لتجسيد سيادة الدولة الفلسطينية على أرضنا المحتلة وفقا لقرار الأمم المتحدة رقم (67/19) الصادر في تشرين الثاني 2012 الذي أكد شخصية وكيانية دولة فلسطين، ووفقا لإعلان وثيقة الاستقلال عام 1988، واستنادا للقرار 181لعام 1947 كأول اعتراف دولي منشئ للدولة الفلسطينية بحدودها وسيادتها.
وأكد الزعنون إن هذا الانتقال نحو الدولة والذي أقره المجلس الوطني والمجالس المركزية، يحافظ على مؤسسات السلطة القائمة التي ستؤول كافة وزاراتها وهيئاتها ومؤسساتها إلى حكومة دولة فلسطين، لا يعني بأي حال من الأحوال المساس بمكانة ودور ومرجعية منظمة التحرير الفلسطينية بكافة مؤسساتها، باعتبارها الممثل الشرعي والوحيد لشعبنا، ومرجعية الدولة الفلسطينية.
وتابع الزعنون قائلا: أما المستوى الثالث من الرد، يتمثل في استنهاض مؤسسات منظمة التحرير وتطويرها لتأخذ دورها الطبيعي وتحتل مكانتها في النظام السياسي الفلسطيني، مع تأكيدنا رفض أية محاولات من أي جهة كانتْ المساس بمؤسساتها، عند طرح أو مناقشة أية مشاريع أو إعلانات للانتقال من مرحلة السلطة الى مرحلة تجسيد الدولة، خاصة أن الدولة الفلسطينية لم تصبح واقعاً ملموساً، وما تزال تحت الاحتلال.
وختم الزعنون افتتاحية العدد بالقول: إن معركة التحرر من الاحتلال الإسرائيلي مستمرة، وتستدعي استثمار كافة أوراق القوة التي نمتلكها، والتمسك بأدوات النضال المختلفة في مواجهة هذا الاحتلال، وصولا لإنجاز كافة أهداف شعبنا في تقرير مصيره وعودته الى أرضه وإقامة دولته المستقلة ذات السيادة الكاملة وعاصمتها مدينة القدس.

نعى المجلس الوطني الفلسطيني، المناضل الوطني الكبير، شاعر الثورة والعودة هارون هاشم رشيد الذي وافته المنية في مدينة "ميساساجا" الكندية، بعد مسيرة حياة حافلة بالنضال لأجل فلسطين.
وقال المجلس الوطني في بيان النعي الصادر عن رئيسه سليم الزعنون اليوم الاثنين: " لقد خسرت فلسطين علماً من أعلامها البارزين والمبدعين، تاركا خلفه إرثا ثقافياً وطنياً غنياً في حقول الشعر والكتابة والصحافة والتأليف، تغنى فيه بالشهداء الأبرار والمعتقلين الابطال، وجسدت أشعاره الوطنية مأساة اللاجئين الفلسطينيين الذين عاصر نكبتهم، وفي المقابل فقد تمسك بأمل عودتهم الى ارضهم وارض ابائهم واجدادهم".
وأشاد المجلس الوطني بالتاريخ النضالي المشرّف للراحل منذ عمله بقطاع التعليم في مسقط رأسه غزة، ورئاسته مكتب إذاعة "صوت العرب" هناك، ثم مشرفا على إعلام منظمة التحرير في القطاع خلال 1965 -1967، ثم رئيسا لمكتب المنظمة في القاهرة، ومندوبا لفلسطين في اللجنة الدائمة للإعلام العربي واللجنة الدائمة للشؤون المالية والإدارية بالجامعة العربية.
وتقدم المجلس الوطني من عائلة شيخ شعراء فلسطين ومن أبناء شعبنا بأصدق مشاعر التعزية والمواساة، داعيا الله العلي القدير ان يدخله واسع جنانه وان يلهم ذويه عظيم الصبر والسلوان

عدد اللاجئين المسجلين للعام 2019، حوالي 5.6 مليون لاجئ فلسطيني، يعيش حوالي 28.4% منهم في 58 مخيماً رسمياً تابعاً لوكالة الغوث الدولية تتوزع بواقع 10 مخيمات في الأردن، و9 مخيمات في سوريا، و12 مخيماً في لبنان، و19 مخيماً في الضفة الغربية، و8 مخيمات في قطاع غزة.
• نكبة فلسطين حولت قطاع غزة إلى أكثر بقاع العالم اكتظاظاً بالسكان: بلغت الكثافة السكانية في دولة فلسطين في نهاية العام 2019 حوالي 836 فرد/ كم2 بواقع 534 فرد/كم2 في الضفة الغربية و5,533 فرد/كم2 في قطاع غزة، علماً بأن 66% من سكان قطاع غزة هم من اللاجئين،
• ما يزيد عن مائة ألف استشهدوا دفاعا عن الحق الفلسطيني منذ نكبة 1948•
نحو مليون حالة اعتقال منذ العام 1967 ، 26 أسيراً أمضوا في سجون الإحتلال ما يزيد على ربع قرن
• تواصل التوسع الاستعماري للإحتلال الاسرائيلي: بلغ عدد المواقع الاستعمارية والقواعد العسكرية الإسرائيلية في نهاية العام 2018 في الضفة الغربية 448 موقع، منها 150 مستعمرة و 26 بؤرة مأهولة تم اعتبارها كأحياء تابعة لمستعمرات قائمة، و128 بؤرة استعمارية، أما فيما يتعلق بعدد المستعمرين في الضفة الغربية فقد بلغ 671,007 مستعمرين نهاية العام 2018.
• القدس: تهويد مكثف وممنهج: قام الاحتلال الاسرائيلي خلال العام 2019 بهدم وتدمير 678 مبنى، منها حوالي 40% في محافظة القدس بواقع 268 عملية هدم، وتوزعت المباني المهدومة بواقع 251 مبنى سكني و427 منشأة، كما أصدر الاحتلال الاسرائيلي خلال العام 2019 أوامر بوقف البناء والهدم والترميم لنحو 556 مبنى في الضفة الغربية والقدس.
• حوافز وتسهيلات للمستعمرين: تشير بيانات التقرير السنوي لهيئة مقاومة الجدار الى أن مجموع ما تم صرفه على الأنشطة الاستعمارية في الفترة الممتدة بين الأعوام 2011-2016 بلغ مليار شيكل، في حين بلغ ما تم صرفه في العام 2017 نحو 1.7 مليار شيكل، بالمقابل بلغ ما تم صرفه في العام 2018 نحو 1.4 مليار شيكل.
• سياسة تمييز عنصرية لاستخدام الشوارع، كبدت الفلسطينيين أكثر من 400 مليون دولار
• واقع مرير للمياه في فلسطين 22% من المياه المتاحة في فلسطين يتم شراؤها من شركة المياه الإسرائيلية "ميكروت"
• 77% من المياه المتاحة مأخوذة من المياه الجوفية
• خطة ترامب (تبخر حل الدولتين): تقترح الخطة انتزاع حوالي 1,860 كم2 ما يقارب 30% من أراضي الضفة الغربية وضمها إلى إسرائيل، حوالي 23 كم2 مصنفة أراضي ب، فيما يبلغ عدد التجمعات الفلسطينية التي سيتم عزلها ضمن هذه المنطقة 178 تجمع سكاني، يعيش فيها حوالي 330 ألف فلسطيني، موزعين على 33 تجمع ضمن الأراضي المصنفة (ب) ويبلغ عدد سكانها حوالي 103 آلاف نسمة، 52 تجمع ضمن الأراضي المصنفة (ج) ويبلغ عدد سكانها حوالي 16 ألف نسمة، 20 تجمع ضمن أراضي القدس الشرقية ويبلغ عدد سكانها حوالي 220 ألف نسمة، كما تضم 73 تجمعاً بدوياً.

نحن برلمانيون من جميع أنحاء أوروبا، ملتزمون بنظام عالمي قائم على القوانين، نتشارك مخاوف جدية بشأن خطة الرئيس ترامب للصراع الإسرائيلي الفلسطيني، والاحتمال الوشيك لضم إسرائيل لأراضي الضفة الغربية. فنحن قلقون للغاية بشأن هذه السابقة التي من شأنها أن تحدد دور العلاقات الدولية بشكل كبير.
على مدى عقود، كانت أوروبا تروج لحل عادل للصراع الإسرائيلي الفلسطيني في شكل حل الدولتين، وبما يتماشى مع القانون الدولي وقرارات مجلس الأمن الدولي ذات الصلة. ولكن من المؤسف أن خطة الرئيس ترامب تخرج عن المعايير والمبادئ المتفق عليها دوليًا. فهي خطة تعزز فعليا السيطرة الإسرائيلية الدائمة على الأراضي الفلسطينية المجزأة، تاركة الفلسطينيين بدون سيادة، وتعطي لإسرائيل الضوء الأخضر لضم أجزاء كبيرة من الضفة الغربية بترتيبات من جانب واحد.

وتماشياً مع خطة ترامب، فإن اتفاقية الائتلاف الإسرائيلية الجديدة تنص على أن الحكومة يمكن أن تمضي قدماً في الضم في 1 تموز/يوليو 2020. وسيكون هذا الإجراء قاتلاً لآفاق السلام الإسرائيلي الفلسطيني، وينم عن تحدي أبسط المعايير الأساسية التي توجه العلاقات الدولية، بما في ذلك ميثاق الأمم المتحدة.
إننا قلقون للغاية بشأن تأثير الضم على حياة الإسرائيليين والفلسطينيين، وكذلك فرصة زعزعة الاستقرار في منطقة على مقربة من قارتنا. وتتزامن هذه المخاوف مع أمر ليس أقل خطورة في الوقت الراهن، حيث يعاني العالم من جائحة الكورونا-19، وهي أكبر حالة طوارئ جماعية واجهناها منذ عقود.
وتقديراً منا لالتزام أوروبا على المدى الطويل بالحل السلمي للصراع الإسرائيلي الفلسطيني، فإننا نطلب من القادة الأوروبيين التصرف بشكل حاسم للرد على هذا التحدي. ويجب على أوروبا أن تأخذ زمام المبادرة في الجمع بين الجهات الفاعلة الدولية معاً لمنع الضم وحماية آفاق حل الدولتين في حل عادل للصراع.
هذا وقد صرح ساسة أوروبيون، بمن فيهم الممثل السامي للاتحاد الأوروبي جوزيب بوريل قائلاً بأن الضم "لا يمكن أن يمر دون اعتراض"، ونحن ندعم بشكل كامل مسألة أن: لا مكان للاستيلاء على الأراضي بالقوة في عام 2020 ويجب أن تكون لذلك الفعل عواقب متناسبة. إن الفشل في الاستجابة بشكل مناسب من شأنه أن يشجع الدول الأخرى التي لديها مطالبات إقليمية على تجاهل المبادئ الأساسية للقانون الدولي. بينما أن النظام العالمي الذي يستند إلى القانون أمر أساسي لاستقرار وأمن أوروبا على المدى الطويل. ولدينا مصلحة عميقة ومسؤولية في حمايته.
إن الحل الدائم للصراع يجب أن يلبي التطلعات المشروعة والاحتياجات الأمنية، وأن يضمن حقوقاً متساوية لكل من الإسرائيليين والفلسطينيين، ولدى أوروبا الأدوات الدبلوماسية لتعزيز هذا الهدف العادل، ونحن على استعداد لدعم هذه الجهود.

وجه رئيس المجلس الوطني الفلسطيني سليم الزعنون، رسائل شكر لرؤساء برلمانات بلجيكا لوكسمبورغ، وهولندا، وتشيلي، التي اتخذت قرارات ضد خطة الضم الإسرائيلية، وطالبت حكوماتها باتخاذ إجراءات ضد إسرائيل في حال أقدمت على تنفيذ خطتها.
وثمن الزعنون في رسائله دعوة البرلمانات لحكوماتها لأخذ زمام المبادرة مع الدول الأوروبية للحيلولة دون تنفيذ هذه الخطة، وبلورة سلسلة من الإجراءات الفاعلة المناهضة لهذه الخطة المخالفة للقانون الدولي والتي تدمر حل الدولتين المتفق عليه دوليا.
وقدّر عاليا في رسالة منفصلة دعوة مجلس الشيوخ التشيلي لحكومة بلاده مراجعة الاتفاقيات مع إسرائيل للتأكد من تضمينها مرجعا يحدد حدودها ما قبل الرابع من حزيران عام 1967، إلى جانب مقاطعة البضائع والمنتجات الإسرائيلية خاصة تلك الصادرة من المستوطنات.
واعتبر أن هذه القرارات تشكل انتصارا لحق شعبنا في إقامة دولته المستقلة وعاصمتها مدينة القدس على حدود الرابع من حزيران من العام 1967، وتأكيدا على الاجماع الدولي في ما يتصل بالاحتكام للقانون الدولي ومرجعيات عملية السلام، الامر الذي وجد ترحيبا وتقديرا كبيرين بين أبناء شعبنا.
وحث الزعنون هذه البرلمانات على الاستمرار في هذا الاتجاه، والطلب من حكوماتها التي لم تعترف بها بعد، الاعتراف بدولة فلسطين، لحماية حل الدولتين المهدد بفعل سياسة الاستيطان والضم الإسرائيلية.
وقال إن هذه القرارات تؤسس لعمل برلماني فلسطيني مشترك مع تلك البرلمانات على الصعيد الدولي، وتسهم في تعزيز علاقات الصداقة والتضامن بين الشعب الفلسطيني وشعوب تلك الدول، وتعزز العلاقات الثنائية بين المجلس الوطني وتلك البرلمانات.
كما وجه الزعنون رسائل لعدد من أعضاء مجلسي النواب في بلجيكا ولوكسمبورغ، الذين قدموا مشاريع تلك القرارات ودافعوا عنها، عبر فيها عن شكر شعبنا الفلسطيني لجهودهم التي تسهم في الالتزام بالقانون الدولي والمواثيق الدولية الخاصة بحقوق الإنسان في فلسطين ورفض سياسات الاحتلال الاسرائيلي، وتعمل أيضا على كبح سياسات الاحتلال هذه، وذلك للإسهام في تحقيق السلام العادل في منطقتنا والمرتكزة على الشرعية الدولية.
وأضاف الزعنون إننا في المجلس الوطني، بوصفه أعلى سلطة للشعب الفلسطيني ومنظمة التحرير، الممثل الشرعي والوحيد لشعبنا، داخل وخارج فلسطين، نتوجه إليكم بجزيل الشكر والتقدير لجهودكم والتي سيحفظها شعبنا الفلسطيني بقدر كبير من الامتنان.

أشاد رئيس المجلس الوطني الفلسطيني سليم الزعنون بمواقف الملك عبد الله الثاني بن الحسين الرافضة لخطط الضم الإسرائيلية لأراض فلسطينية محتلة.
وثمّن الزعنون عالياً خلال مكالمة هاتفية جرت اليوم بينه وبين رئيس مجلس النواب الأردني – رئيس الاتحاد البرلماني العربي المهندس عاطف الطراونة، الجهود التي يقودها الأردن بقيادة الملك عبد الله الثاني في حشد الدعم الدولي الرافض لسياسات وإجراءات الاحتلال لضم أجزاء من الأراضي الفلسطينية وحرمان شعبنا من حقوقه المشروعة.
وأكد المجلس الوطني بيان أصدره اليوم، أن دولة فلسطين والمملكة الأردنية الهاشمية والشعبين التوأمين وقيادتيهما جلالة الملك عبدالله الثاني وسيادة الرئيس محمود عباس في خندق المواجهة الأول لإفشال مخططات الاحتلال لتصفية حقوق الشعب الفلسطيني في تقرير مصيره وعودته الى أرضه وإقامة دولته المستقلة وعاصمتها مدينة القدس وفقا لقرارات الشرعية الدولية.
ودعا المجلس الوطني إلى ضرورة تكثيف العمل البرلماني العربي نصرةً لقضية العرب الأولى فلسطين والدفاع عنها خاصة في هذا الوقت العصيب الذي تمر به وتصاعد الهجمة الإسرائيلية المدعومة من إدارة الرئيس ترامب على الحقوق الوطنية لشعبنا ووجوده في أرضه.
وأكد المجلس الوطني ثقته العالية في قدرة الامة العربية وشعوبها الابية على النهوض وتجاوز هذه المرحلة والتصدي لهذا العدوان والغطرسة الإسرائيلية -الامريكية على حقوق شعبنا وعلى حاضر ومستقبل الأجيال العربية في التقدم والازدهار.

يمثّل المجلس الوطني الفلسطيني السلطة العليا للشعب الفلسطيني في كافة أماكن تواجده، وهو الذي يضع سياسات منظمة التحرير الفلسطينية ويرسم برامجها، لتحقيق أهداف الشعب الفلسطيني في تقرير المصير، وإقامة الدولة الفلسطينية المستقلة وعاصمتها القدس، وعودة اللاجئين إلى ديارهم التي شردوا منها. وبعد نكبة فلسطين عام 1948،عبّر الشعب الفلسطيني في مؤتمر غزة عن إرادته، حين قام الحاج أمين الحسيني بالعمل على عقد مجلس وطني فلسطيني في غزة، مثّل أول سلطة تشريعية فلسطينية تقام على أرض الدولة العربية الفلسطينية التي نص عليها قرار الأمم المتحدة رقم 181 لعام 1947، وقام المجلس حينذاك بتشكيل حكومة عموم فلسطين برئاسة "حلمي عبد الباقي "،الذي مثّل فلسطين في جامعة الدول العربية.وعُقد المؤتمر الوطني الأول في القدس خلال الفترة 28 أيار /مايو _ 2 حزيران /يونيو 1964،وانبثق عنه المجلس الوطني الفلسطيني الأول الذي كان عدد أعضائه 422 عضوا، وأعلن هذا المؤتمر قيام منظمة التحرير الفلسطينية (م.ت.ف) التي تمثل قيادة الشعب العربي الفلسطيني، وقد صدر عن المجلس الوطني الفلسطيني عدد من الوثائق والقرارات، أهمها الميثاق القومي (الوطني الفلسطيني) والنظام الأساسي للمنظمة وغيرها، وتم انتخاب السيد أحمد الشقيري رئيسا لمنظمة التحرير الفلسطينية.
