رسالة مشتركة من 1.080 برلمانيًا من 25 دولة أوروبية موجهة للحكومات والقادة الأوروبيين ضد الضم الإسرائيلي للضفة الغربية

نحن برلمانيون من جميع أنحاء أوروبا، ملتزمون بنظام عالمي قائم على القوانين، نتشارك مخاوف جدية بشأن خطة الرئيس ترامب للصراع الإسرائيلي الفلسطيني، والاحتمال الوشيك لضم إسرائيل لأراضي الضفة الغربية. فنحن قلقون للغاية بشأن هذه السابقة التي من شأنها أن تحدد دور العلاقات الدولية بشكل كبير.
على مدى عقود، كانت أوروبا تروج لحل عادل للصراع الإسرائيلي الفلسطيني في شكل حل الدولتين، وبما يتماشى مع القانون الدولي وقرارات مجلس الأمن الدولي ذات الصلة. ولكن من المؤسف أن خطة الرئيس ترامب تخرج عن المعايير والمبادئ المتفق عليها دوليًا. فهي خطة تعزز فعليا السيطرة الإسرائيلية الدائمة على الأراضي الفلسطينية المجزأة، تاركة الفلسطينيين بدون سيادة، وتعطي لإسرائيل الضوء الأخضر لضم أجزاء كبيرة من الضفة الغربية بترتيبات من جانب واحد.

وتماشياً مع خطة ترامب، فإن اتفاقية الائتلاف الإسرائيلية الجديدة تنص على أن الحكومة يمكن أن تمضي قدماً في الضم في 1 تموز/يوليو 2020. وسيكون هذا الإجراء قاتلاً لآفاق السلام الإسرائيلي الفلسطيني، وينم عن تحدي أبسط المعايير الأساسية التي توجه العلاقات الدولية، بما في ذلك ميثاق الأمم المتحدة.
إننا قلقون للغاية بشأن تأثير الضم على حياة الإسرائيليين والفلسطينيين، وكذلك فرصة زعزعة الاستقرار في منطقة على مقربة من قارتنا. وتتزامن هذه المخاوف مع أمر ليس أقل خطورة في الوقت الراهن، حيث يعاني العالم من جائحة الكورونا-19، وهي أكبر حالة طوارئ جماعية واجهناها منذ عقود.
وتقديراً منا لالتزام أوروبا على المدى الطويل بالحل السلمي للصراع الإسرائيلي الفلسطيني، فإننا نطلب من القادة الأوروبيين التصرف بشكل حاسم للرد على هذا التحدي. ويجب على أوروبا أن تأخذ زمام المبادرة في الجمع بين الجهات الفاعلة الدولية معاً لمنع الضم وحماية آفاق حل الدولتين في حل عادل للصراع.
هذا وقد صرح ساسة أوروبيون، بمن فيهم الممثل السامي للاتحاد الأوروبي جوزيب بوريل قائلاً بأن الضم "لا يمكن أن يمر دون اعتراض"، ونحن ندعم بشكل كامل مسألة أن: لا مكان للاستيلاء على الأراضي بالقوة في عام 2020 ويجب أن تكون لذلك الفعل عواقب متناسبة. إن الفشل في الاستجابة بشكل مناسب من شأنه أن يشجع الدول الأخرى التي لديها مطالبات إقليمية على تجاهل المبادئ الأساسية للقانون الدولي. بينما أن النظام العالمي الذي يستند إلى القانون أمر أساسي لاستقرار وأمن أوروبا على المدى الطويل. ولدينا مصلحة عميقة ومسؤولية في حمايته.
إن الحل الدائم للصراع يجب أن يلبي التطلعات المشروعة والاحتياجات الأمنية، وأن يضمن حقوقاً متساوية لكل من الإسرائيليين والفلسطينيين، ولدى أوروبا الأدوات الدبلوماسية لتعزيز هذا الهدف العادل، ونحن على استعداد لدعم هذه الجهود.

يمثّل المجلس الوطني الفلسطيني السلطة العليا للشعب الفلسطيني في كافة أماكن تواجده، وهو الذي يضع سياسات منظمة التحرير الفلسطينية ويرسم برامجها، لتحقيق أهداف الشعب الفلسطيني في تقرير المصير، وإقامة الدولة الفلسطينية المستقلة وعاصمتها القدس، وعودة اللاجئين إلى ديارهم التي شردوا منها. وبعد نكبة فلسطين عام 1948،عبّر الشعب الفلسطيني في مؤتمر غزة عن إرادته، حين قام الحاج أمين الحسيني بالعمل على عقد مجلس وطني فلسطيني في غزة، مثّل أول سلطة تشريعية فلسطينية تقام على أرض الدولة العربية الفلسطينية التي نص عليها قرار الأمم المتحدة رقم 181 لعام 1947، وقام المجلس حينذاك بتشكيل حكومة عموم فلسطين برئاسة "حلمي عبد الباقي "،الذي مثّل فلسطين في جامعة الدول العربية.وعُقد المؤتمر الوطني الأول في القدس خلال الفترة 28 أيار /مايو _ 2 حزيران /يونيو 1964،وانبثق عنه المجلس الوطني الفلسطيني الأول الذي كان عدد أعضائه 422 عضوا، وأعلن هذا المؤتمر قيام منظمة التحرير الفلسطينية (م.ت.ف) التي تمثل قيادة الشعب العربي الفلسطيني، وقد صدر عن المجلس الوطني الفلسطيني عدد من الوثائق والقرارات، أهمها الميثاق القومي (الوطني الفلسطيني) والنظام الأساسي للمنظمة وغيرها، وتم انتخاب السيد أحمد الشقيري رئيسا لمنظمة التحرير الفلسطينية.
